Instructions

  1. Place powdered sugar and meringue powder in a large mixing bowl.
  2. Add water and vanilla extract if using.
  3. Mix on low speed until the dry ingredients are moistened, then beat on high until smooth and stiff peaks form, about 3–5 minutes.
  4. Check consistency: for piping, keep stiff; for flooding, add more water one teaspoon at a time until it flows slowly off a spoon.
  5. Divide into bowls for coloring, adding food coloring and stirring until uniform.
  6. Pipe outlines on cooled cookies and flood centers with thinned icing. Let each layer crust before adding more details.
  7. Allow decorated cookies to dry completely before storing.
