- Boil the Potatoes: Begin by placing the peeled and quartered russet potatoes in a large pot. Cover them with cold water, then bring the heat to high. Cook for 13 to 15 minutes, or until they are tender and soft when pierced with a fork.
- Mash the Potatoes: Once cooked, drain the potatoes in a colander and return them to the pot. Add the milk, butter, salt, and pepper, then mash until creamy and smooth. Set aside for now.
- Sauté the Aromatics: Preheat your oven to 400°F (200°C). In a large oven-safe sauté pan, heat the avocado or olive oil over medium heat. Add the diced onion and minced garlic, and sauté for about a minute until fragrant.
- Cook the Veggies and Meat: Add the diced carrots and celery to the pan, along with the ground lamb or beef. Cook for 8 to 10 minutes, stirring occasionally, until the meat is browned thoroughly.
- Build the Filling: After browning the meat, drain any excess fat from the pan. Stir in the chicken broth, tomato paste, Worcestershire sauce, rosemary, thyme, salt, and pepper. Let it simmer on low for about 5 minutes, until the sauce thickens slightly.
- Add the Peas: Stir in the frozen peas and mix well until evenly distributed. Turn off the heat and flatten the meat mixture into an even layer using the back of your spatula.
- Top with Potatoes: Spoon the creamy mashed potatoes over the meat mixture, spreading it out evenly to cover the filling completely.
- Bake to Perfection: Place the pan in the preheated oven and bake for 25 to 30 minutes, or until the top is golden brown and the filling is bubbling around the edges.
